he's referring to one of dwarf planets that were found about that time; Sagan was a proponent of adding them as official planets, this controversy finally ended when astronomers decided to give them a distinct category, which of course Pluto was put into recently.

interesting idea, the problem with the equation is it has to make the assumption earth is a normal planet, its possible that the earth is one in a million... that would still leave millions of ET civilizations, however it would be more likely that they are extremely dispersed. It really depends on how likely you think life is. BTW i really liked Webbs book, I got it for my Bday.

i like thinking about these things because it`s a mix of imagination and logicly forced facts... with the aid of logic and scientific thinking you can explore the universe in your mind which is a great thing
